A $15 Million Plan
Syria's transport ministry has set aside about $15 million in government funding to rehabilitate roads and bridges across Raqqa province during 2026, part of a wider effort to restore overland links in the country's northeast.
The plan was reviewed on 8 June 2026 when the transport minister met the governor of Raqqa, alongside the head of the public road transport authority, who presented this year's maintenance program.
Roads Back in Service
The core road component covers several arteries, including 35 kilometers in both directions on the Raqqa-Aleppo highway, 20 kilometers on the Raqqa-Tel Abyad road, and 13 kilometers on the Raqqa-Athriya-Salamiyah route.
Shorter stretches on the Mansurah-Rasafah-Athriya and Raqqa-Karamah-Deir ez-Zor roads are also included, with the road works estimated at about 700 million Syrian pounds (SYP).
Bridges Over the Route
A separate bridge program targets crossings along the Raqqa-Deir ez-Zor corridor, among them structures at Khirar, Shariyah, and Suwaydah, together with rehabilitation of the Rashid and Mansur bridges and the Maadan bridge.
The bridge works carry an estimated cost of about 1.248 billion pounds and include two water crossings on the same corridor.
A Gulf Loan in Talks
The ministry is negotiating with the Saudi Development Fund for a concessional loan to build two new bridges in Raqqa and Deir ez-Zor.
The larger Raqqa bridge alone is estimated at about $18 million, which would add external financing to the domestically funded program should an agreement be reached.
