Ministry Resets Industrial Zone Permit Clock
Syria's Ministry of Economy and Industry issued a regulatory decision on 20 April 2026 that standardizes building permits for investors in industrial cities operating under rules that predate the country's June 2025 industrial investment overhaul. The move resolves a transitional ambiguity that had left some investors uncertain about the validity of their construction approvals.
Eighteen-Month Duration, One Renewal
Under the decision, building permits previously issued under the old investment system are treated as having a duration of one and a half years from their original issuance date. Permits that have already expired are eligible for a single renewal of one and a half years, running from the date the decision took effect on 20 April 2026.
Regulations previously governing the granting, renewal, and extension of building permits under the old regime are repealed. Industrial city administrators are required to notify affected investors through bulletin board postings, local newspapers, and social media.
Syria's 2025 Investment Reform
Syria introduced a new industrial cities investment framework in June 2025, designed to attract domestic and foreign capital and promote technology transfer to designated industrial zones. The transition created a regulatory gap for investors who had secured approvals under the prior system but had not yet completed their construction projects.
Defined Window for Transition-Era Projects
The decision gives investors caught in the transition period up to 18 months to complete construction or regularize their permits without re-applying under the new system. For those whose permits had already lapsed, a single renewal cycle offers a defined grace period to advance stalled projects.
Syria's industrial zones have been targeted for increased investment as part of reconstruction efforts. The June 2025 investment reform was introduced with the stated aim of improving conditions for domestic and foreign investors by modernizing the approval and operational framework for industrial cities.
